CARIBBEAN BASIN TRADE PARTNERSHIP ACT (CBTPA) EXPIRED OCTOBER 1, 2020

On Thursday, October 1, 2020, U.S. Customs and Border Protection (CBP) released CSMS Message 44279197 to inform the trade of the expiration of the Caribbean Basin Trade Partnership Act (CBTPA). The expiration will affect imports from the following 8 countries:

  • Barbados
  • Belize
  • Curacao
  • Guyana
  • Haiti
  • Jamaica
  • St. Lucia
  • Trinidad and Tobago

Any good entered or withdrawn from warehouse after midnight, September 30, 2020, must be done so without the use of the special program indicator (SPI) “R” or without the provisional Harmonized Tariff Schedule (HTS) numbers used for textile and apparel goods below:

CBTPA eligible entries will now be subject to duties and applicable Merchandise Processing Fee (MPF). In the event CBTPA is renewed, CBP will provide instructions on how to file a refund request for duties or fees retroactively.
