CTPAT: Portal Update to Include New Minimum Security Criteria

On Thursday, December 19, 2019, U.S. Customs and Border Protection (CBP) issued an update on the new Minimum Security Criteria (MSC) in CSMS Message 41052241. The message is addressed to CTPAT members and provides important information on the effective date for the MSC, along with how to find the new requirements and when you can update your profile with the new information.

The following key issues were highlighted in the CSMS Message:

Accessing the MSC – To access the MSC on the CTPAT portal, log in and go to “Public Documents,” then “Public Library.” Under “Type,” select “Guide.”

New Criteria – Two new criteria have been added for all entities: members must have a code of conduct in place, and they must initiate their own internal investigation of a security breach as soon as they become aware of an incident.

Compliance Date – All members must comply with the new MSC by January 2020. Since members are on a four-year validation cycle, most members will not undergo a revalidation in 2020. However, all members still need to comply with the new requirements by the January 2020 effective date.

CTPAT Portal – The CTPAT security profile will be updated with the new MSC by June 1, 2020. The CTPAT portal will not be available from March 1, 2020, through June 1, 2020, while the security profile portion of the portal is being updated. In the interim, CBP has made available an Excel-based security profile for each business entity eligible for CTPAT. Members are encouraged to familiarize themselves with the security profile questions and be prepared to update their profile once the portal is available on June 1, 2020.

Resources – Numerous resources have been uploaded to the CTPAT portal “Public Documents/Public Library Section.” These resources should be used to help you implement the new MSC.

Please note that CTPAT is also suspending new applicant submissions from January 1, 2020, through June 1, 2020, as the eligibility requirements and the security profile with the new MSC are being updated.
